Upgrade Nodejs runtime from 12 to 16 ( #170 )

This updates the NodeJS runtime version from 12 to 16. NodeJS 12 is EOL on 4/30/2022. NodeJS 16 is supported on all Github Actions Runners v2.285.0 or later.
